This flag is a so-called escutcheon flag. That means that the image of the coat of arms was transferred to a flag. This was common practice in pre-Napoleonic times. Under King Rudolf I. of Habsburg, the dignity of the Count Palatine of Saxony went to the dukes of Brunswick (Welfen). Nevertheless, the title was continued in the coat of arms of the Wettins.
