This was the flag from 1774 to 1919. It was allowed to be used at sea by private individuals from the Grand Duchy of Oldenburg. The red cross in the blue Oldenburg flag was positioned in the middle when the flag was used on land. In the case of a flag that is used at sea, it is often common to bring the otherwise used motif upwards and closer to the pole so that it can be recognized even when there is relative calm, the vertical cross bar is then shifted towards the mast.
