This was probably the provincial official flag of the Prussian Rhine Province, because whether the provincial governments in Prussia used their regional color flags for official purposes (official flag) matched with coat of arms is not beyond doubt and has not been passed down for all provinces. The use of the official flag was reserved for offices and authorities. In 1934 the administrative state structure of the German Empire was replaced by the Gaue of the NSDAP, the states became meaningless and their flags were abolished.
