This was the state flag from 1774 to 1871. Its use was reserved for offices and authorities of the Grand Duchy of Oldenburg. Between 1919 and 1934 this was a flag that anyone could use. Today this flag is still official in the former Oldenburg areas in Lower Saxony and can be hoisted by private persons and even in front of town halls or other official buildings. The red cross in the blue Oldenburg flag was positioned in the middle when the flag was used on land. In the case of a flag that is used at sea, it is often common to bring the otherwise used motif upwards and closer to the pole so that it can be recognized even when there is relative calm, the vertical cross bar is then shifted towards the mast.
